In addition the current building is degrading at a rapid pace that includes a large 150 foot by 3 inch roof crack, wall leakage, and asbestos exposure. The water leaks have shut down Network Communications for extended periods and have caused degradations of operations.

Project Description: The roof collapsed on building 938 causing significant impact to our ability to maintain fitness for airmen who require special attention physical conditioning and rehabilitation. Airmen and government employees unable to use outdoor facilities due to injuries or chronic medical problems have lost the ability to improve physical agility in a environment focused to their needs.

Project:  Las Vegas Field Maintenance Shop

Project Location: Nevada National Guard, Las Vegas, Nevada
The NVARNG will co-locate the Field Maintenance Shop with an existing ARNG Readiness Center in the Southwest part of Las Vegas. The new FMS is intended to replace the small and deteriorating maintenance shop in Henderson, Nevada and also accommodate the large force structure growth the NVARNG has experienced. Currently, units at the Las Vegas Readiness Center must move equipment to facilities that are already over capacity in Henderson or North Las Vegas for maintenance.

Project Description: Install manual barrier arms at three service vehicle access gates at B-465. Work at B-406 includes fencing the entire building, installing a backup generator and transfer switch; installation of security lighting and a CCTV system, as well as minimal fencing, security lighting reinforcement, and CCTV system for 458 and 465.

Project:  Vehicle Maintenance Shop

Project Location: Hawthorne Army Depot, Hawthorne, Nevada
Project Description: In 1943, the existing vehicle maintenance facility was constructed at the Hawthorne Army Depot. At the time of construction the facility, used to maintain and repair material handling equipment (trucks, forklifts, trailers, etc) was in complete environmental compliance as a maintenance and battery recharging facility. Extensive modifications are required to bring the sludge basin and acid spill basin (battery charging/changing site) into conformance with current EPA regulations. Complete rebuilding of the structure is required to allow modern Material Handling Equipment (MHE) to enter into the building. Without the Vehicle Maintenance Shop, the munitions mission at the Hawthorne Army Depot will be severely negatively impacted. Rebuilding the Vehicle Maintenance Shop to support the mission of the Hawthorne Army Depot would reduce the chance of environmental violations while improving the efficiencies of the munitions operations.

Project:  Wastewater Treatment Plant

Project Location: Naval Air Station Fallon, Nevada
Project Description:   An adequate Wastewater Treatment Plant is required for wastewater processing at NAS Fallon. An upgrade to the current plant is required to meet all new NPDES permit requirements and provide for proper sludge treatment. The project replaces the existing Wastewater Treatment Plant through the addition of a continuous-flow treatment system that will utilize separate stage treatment reactors for carbonaceous BOD removal, followed by nitrification, and then de-nitrification. Equalization basin, separate clarifiers for each system, an anaerobic or aerobic sludge digester for sludge treatment, followed by two sludge drying beds will also be required.

 

U.S. Senate Committee on Environment and Public Works, Water Resources Development Act of 2010

Project: Truckee Meadows, NV Flood Control Project
Location: Washoe County, Storey County, Lyon County, Pyramid Lake Paiute Tribe and the Reno-Sparks Indian Colony
Amount: (projected) $1.7 billion
Description: This project will provide flood damage reduction, ecosystem restoration, fish passage, and recreation in the Truckee Meadows and along 50 miles of the Truckee River from Reno to Pyramid Lake. Studies for this project started in 1968, and a project was authorized by Congress in 1988, but was not immediately pursued. The Truckee Meadows saw major floods in 1997 and 2005, causing over $1 billion in damages and showing the importance of completing this project. Since the project was reactivated, a General Reevaluation Report and an Environmental Impact Statement have been completed with the input of a community coalition. After years of work, this important project is ready to move forward.

Project: Rural Nevada Program
Location: Nevada State-wide
Amount: $100 million
Description: This program helps rural communities pay for water and wastewater infrastructure projects that improve water quality, protect the environment and ensure water supplies are available. Given the current economic environment, deadlines to comply with federal water quality laws, and the need to update aging water systems, Nevada’s local governments need this funding more than ever.

Project: Wheeler Wash Flood Control
Location: Town of Pahrump, Nye County, NV
Amount: $40 million
Description: About half of the town of Pahrump is situated in the Wheeler Wash flood plain, putting its residential and commercial buildings at risk ofsignificant flood damage. Nye County and the U.S. Army Corps of Engineers have already studied possible flood control solutions to address this problem. These funds will allow the County to pursue solutions to control flooding that would actively promote natural resource enhancement and protection, while helping to prevent damage to roads, infrastructure, and property.

Project: Las Vegas Wash Flood Management Project
Location: City of Las Vegas, Clark County, NV
Amount: $400,000
Description: Recently, 1,400 parcels of land were added to the Federal Emergency Management Agency’s 100-year flood zone, meaning the land may be at the risk of flood damage. This funding would initiate a study to be performed on the Las Vegas Wash to determine if a flood reduction project should be pursued.

Project: Marlette Water System Improvements
Location: Carson City, NV
Amount: $15 million
Description: Carson City and Virginia City’s water supplies still rely on the 150 year old Marlette water system built during the 1850s. While some upgrades have already been made, these funds would allow the city to complete necessary improvements, and the project could also incorporate hydroelectricity generation to help off-set ongoing operational costs of the water system using clean energy.

Project: Tonopah Arsenic Compliance and Transmission Upgrade Project
Location: Tonopah, NV
Amount: $9.1 million
Description: The arsenic content of the Town of Tonopah’s water supply exceeds the maximum contaminant limit set by the Environmental Protection Agency. This project would fund a new wastewater treatment facility and make improvements to the town’s pumping and transmission mains. 

Project:  Lake Tahoe Environmental and Resource Protection Public Water System Intertie
Location: Douglas County, Nevada; including Stateline, Round Hill, Zephyr Cove, Skyland, and Cave Rock, Nevada
Amount:  $12,050,000
Description:  The Nevada Division of Environmental Protection (NDEP) has funded an Engineering Report that investigated the need and feasibility of public water system interties. The report found that deficiencies do currently exist, and construction of interties between small water systems will enhance their capabilities of providing adequate water quantity and quality in the event of a disaster.
Funding is requested for the construction of public water system interties in the Douglas County, Nevada portion of the Lake Tahoe Basin.  Such interties would allow neighboring systems to support each other in the event of fire, natural or other man-caused disasters that compromise their drinking water intakes or source waters.
