Reid Secures More Than $125 Million To Boost National Security And Create Jobes In Nevada

Washington, DC – Nevada Senator Harry Reid today released the list of funding for Nevada projects that he secured in the Senate committee markups of the Military Construction (MILCON) and Department of Homeland Security (DHS) appropriation bills. Nevada is set to receive $102,095,000 in the MILCON bill to help put Nevadans to work on construction and modernization projects such as a Communications Network Control Center at Nellis Air Force Base, a fire/crash rescue station at Creech Air Force base, and security upgrades at Naval Air Station Fallon. The Nevada Test Site will receive $23,000,000 through the DHS bill to support emergency responder training at the Test Site.

“Nevada’s military installations and personnel play an important role in securing our nation and preparing troops for deployment overseas,” Reid said. “These construction and modernization projects ensure that those who serve and train in Nevada have every resource they need to successfully carry out their mission. These investments in Nevada military construction projects also provide an important boost to the economy by putting Nevadans back to work.”

Following is the detailed list of funding Reid secured for projects in Nevada through the MILCON and DHS appropriation bills:


MILITARY CONSTRUCTION: $102,095,000


Project: CAT-M Range Modernization
Requestor: Army National Guard
Location:Nevada National Guard, Nellis Air Force Base
Amount:$2,000,000
Description:  The NVNG is designing and developing four small arms ranges on the Nellis Air Force Base CAT-M (Combined Army Training and Maintenance) range. Modernization of the small arms range complex will provide Southern Nevada Soldiers and Army standard qualification range.


Project:Communications Network Control Center
Requestor: Air Force
Location: Nellis Air Force Base, Las Vegas, Nevada
Amount:$11,400,000
Description:The Communications Network Control Center will replace an existing 52 year old facility with a new 12,800 square foot facility. The current Network Control Center only provides 54 percent of the required space and cannot meet the needs of the expanding mission. In addition the current building is degrading at a rapid pace that includes a large 150 foot by 3 inch roof crack, wall leakage, and asbestos exposure. The water leaks have shut down Network Communications for extended periods and have caused degradations in air operations and the grounding of F22’s.


Project: Facility Repair Repair/Fitness Rec Ctr

Amount:$867,000
Description: The roof collapsed on building 938 causing significant impact to our ability to maintain fitness for airmen who require special attention physical conditioning and rehabilitation. Airmen and government employees unable to use outdoor facilities due to injuries or chronic medical problems have lost the ability to improve physical agility in an environment focused to their needs.


Project: Las Vegas Field Maintenance Shop
Requestor: Army National Guard
Location: Nevada National Guard, Las Vegas, Nevada
Amount: $22,998,000
Description: The NVARNG will co-locate the Field Maintenance Shop (FMS) with an existing ARNG Readiness Center in the Southwest part of Las Vegas. The new FMS is intended to replace the small and deteriorating maintenance shop in Henderson, Nevada and also accommodate the large force structure growth the NVARNG has experienced. Currently, units at the Las Vegas Readiness Center must move equipment to facilities that are already over capacity in Henderson or North Las Vegas for maintenance.


Project: NSAWC Security Upgrades

Location: Naval Air Station Fallon, Nevada
Amount: $1,480,000
Description: Install manual barrier arms at three service vehicle access gates at B-465. Work at B-406 includes fencing the entire building, installing a backup generator and transfer switch; installation of security lighting and a CCTV system, as well as minimal fencing, security lighting reinforcement, and CCTV system for 458 and 465.


Project: UAS Airfield Fire/Crash Rescue Station

Amount: $11,710,000
Description: An additional fire/crash rescue station is required at Creech AFB with flightline access to meet both unannounced aircraft emergency response times to the approach end of Runway and response time requirements to structural fires in the northeast section of the base where the majority of UAS MILCON and O&M facility construction has taken place in the FY04-FY09 timeframe. In order to support the rapid growth of UAS training and combat mission requirements at Creech AFB, the Fire Department is projected to grow from 35 funded personnel in FY08 to 56 funded personnel in FY10. The station will provide space for operating supplies and chemical agents, general living and messing areas, maintenance space and vehicle bays. Without adequate fire/crash and rescue protection for the rapidly growing UAS training and combat missions at Creech AFB, the possibility of loss of life and/or mission essential resources would continue to escalate.


Project: F-35 ADAL 422 Test Evaluation Squadron Facility

Amount: $7,870,000
Description: An F-35 Operational Test Evaluation Facility, adequately sized and configured with appropriate security, is required to support the permanent beddown of F-35A Primary Development/Test Aircraft and approximately 215 personnel beginning in FY12. Nellis AFB has been designated as the beddown location for Force Development and Evaluation and the USAF Weapon School for the new F-35A Weapon System.


Project: F-35 ADAL Flight Test Instrumentation Facility

Location: Nellis Air Force Base, Las Vegas, Nevada
Amount: $1,900,000
Description: Additional flight test instrumentation space is required to support the permanent beddown of F-35A Primary Development/Test Aircraft and Primary Training Aircraft beginning FY12. The facility addition will provide space for a support section, instrument parts storage, a work area/clean room for instrument electrical work, indoor storage for instrumentation support equipment, office space, indoor pod storage, change areas, locker space and a latrine area with showers.


Project: F-35 Flight Simulation Facility

Location: Nellis Air Force Base, Las Vegas, Nevada
Amount: $13,110,000
Description: An adequately sized and configured flight simulator facility is required to support F-35A operational test and evaluation, tactics development and the USAF F-35A Weapons School missions scheduled for FY12. This facility will provide space for four simulator bays, an auditorium, classrooms, brief/debrief rooms, locker and restroom space, offices and storage space for F-35A pilot flight simulator training.


Project: F-35 Maintenance Hangar/AMU

Location: Nellis Air Force Base, Las Vegas, Nevada
Amount: $28,760,000
Description: A 6-bay maintenance hangar with an attached Aircraft Maintenance Unit, adequately sized and configured, is required to support F-35A Primary Development/Test Aircraft and Primary Training Aircraft beginning FY12. The F-35A Hangar/AMU is required to support flightline maintenance for both test and weapon school aircraft and fall under the 57th Maintenance Group. Dedicated maintenance facilities are required to maintain these unique, one of a kind systems. Because the Nellis flightline and ramp is at capacity this new facility must be sited over the existing A-10 AMU and the Armament/AME Storage Facility, forcing their relocation.

Project: The National Domestic Preparedness Consortium (NDPC)
Request: $23,000,000
Requestor: The Nevada Test Site (NTS)
Location: Nye County, NV
Description: Funding would support federally approved emergency responder training at the Nevada Test Site. NTS is one of four members of the National Domestic Preparedness Consortium (working jointly with the Center for Domestic Preparedness) which provide federally approved emergency responder training. This is an ongoing program included in the President's Budget.
